California Phones distributes specialized telecommunications equipment
and services at no cost to Californians certified as having difficulty
using the telephone. To be eligible to receive equipment through this
program, you must have telephone service at your residence and be
certified as having one or more of the following disabilities (either
temporarily or permanently): deaf, hard of hearing, speech disabled,
blind, or those who have low vision, cognitive impairments, or
restricted mobility. California Phones is a state-mandated program. You
